In ordinary anime, characters would at least blink to create the feeling of "being animated", but in this movie, Motoko's eyes intentionally stayed unblinking many times. Director Mamoru Oshii's intention was to portray her as a "doll".

The circularly arranged buildings in the opening scene, are actually a cloverleaf elevated motor-freeway intersection exchange of two major motor-expressways in New Port City. Major Motoko Kusanagi of Public Security (Section 9) has infiltrated the roof while the Republic of Gavel's diplomat secretly conspires to spirit computer programmer Mizuho Daita out of Japan's sphere-of-influence in order to identify the mysterious subject of Gavel's study, Project 2501. The fish in the windows are privacy LED opaque images which Kusanagi shoots out in order to sight and kill Daita.
